Candidate Qualifications

City Charter, Article II, Nominations

  1. Qualifications for Office. In addition to the requirements prescribed by law, the following shall be the qualifications for City elective offices:
    1. Candidates for Mayor shall have been City residents for the 12 months next preceding the election, and must be at least 21 years of age;
    2. Candidates for Representative shall have been City residents for the 12 months next preceding the election, and residents of the district for 6 months next preceding the election, and must be at least 21 years of age;
    3. Candidates for Municipal Judge shall have been City residents for the 12 months next preceding the election, licensed to practice law in Texas, and at least 21 years of age;
    4. Candidates for Mayor and Representative shall be eligible for that elective office only when holding that office for a term of four years shall not result in the candidate exceeding the term limitation established in Section 2.2 C

  2. Indebtedness: Financial Disclosure.
    1. No person shall be eligible for any elective office who, at the time of taking office, whether by virtue of election or appointment, is indebted to the City in any sum of money on judgment, contract or valid tax levy or assessment.
  3. Limitation. No Mayor or Representative may hold such office for more than a total of ten years throughout their lifetime.

  1. Filing for Candidacy. To become a candidate for elective office a person must file a sworn application with the City Clerk, in accordance with the laws of Texas for nonpartisan or independent candidates, and must accompany the application with a filing fee of $500.00 for the office of Mayor and $250.00 for any other office.
  2. Petition for Candidacy. In lieu of the payment of a filing fee, any person qualified for an elective office may become a candidate by petition of 25 qualified voters who are eligible to vote for that candidate or such other greater number of qualified voters as may be required by state law. The signed petitions shall be filed with the City Clerk at the time of filing for candidacy. Each signer next to his signature shall indicate voter registration number, date of signing and place of residence. Within five days after the filing of a nominating petition, the City Clerk shall notify the candidate and the person who filed the petition, if other than the candidate, whether it satisfies the requirements prescribed by this Charter. If a petition is found insufficient, the City Clerk shall return it immediately to the person who filed it with a statement certifying wherein it is insufficient. Within the regular time for filing petitions a corrected petition may be filed for the same candidate.
    The Petition Circulator is required to sign the Affidavit of Circulator on each petition they circulated. All signatures must be in ink.
  3. Non-Partisan Elections. Candidates for City elective office shall not be nominated by primary elections.

When & Where to File

  • Applications for a Place on the Ballot will be accepted starting at 7:00 a.m. on Monday, July 20, 2026.
  • The City Clerk’s Office will provide notarization services free of charge.
  • Please bring valid Texas Driver’s License or Identification card with you.
  • Applications will be processed in the order of the applicant’s arrival. Please allocate enough time for parking, City building security protocols, payment processing at the Comptroller’s Office, and the processing of your application at the City Clerk’s Office.

Section 2.92.080(E) Disclosure of Campaign Contributions and Donations
A member of the city council, or any candidate accepts a campaign contribution from a contributor of five hundred dollars or more, shall report the amount and the donor by an item for notation on the consent agenda of a city council meeting within thirty days of the date of such contribution by submitting a memo to the city clerk no later than noon on the Wednesday one week prior to the relevant city council meeting.

Ordinance 019620 adopted on April 23, 2024 amended Section 2.92.080 (E) to require candidates to provide notice of contributions of $500.00 or more for notation on the consent agenda of the City Council meeting in the same manner as members of City Council.

Candidate Ethics Requirement - Election Documentation

Prohibition of contributions by litigants. It shall be unlawful for any person who is an adverse party in any pending litigation against the city, or who has an ownership interest of ten percent or more in any entity that is an adverse party to the city in any pending litigation to contribute or donate any funds to any candidate for city office if the litigation seeks recovery of an unspecified amount or of an amount in excess of twenty-five thousand dollars, exclusive of costs of court and attorneys' fees. Such restriction shall not be applicable to attorneys representing a person or entity in pending litigation against the city. It shall be the duty of any candidate to refuse to accept any contribution that may be offered by a person who is known to the candidate to have a litigation interest described in this section. In the event that any candidate unknowingly accepts a contribution in contravention of the foregoing provision, then it shall be the duty of the candidate to return the contribution within ten days after the candidate becomes aware of the litigation. – Section 2.92.100 (C)(3)
