The City Council met at the above place and date. Meeting was called to order at 9:44 a.m. Mayor Oscar Leeser, present and presiding and the following Council Members answered roll call: Ann Morgan Lilly, Larry Romero, Emma Acosta, Carl Robinson, Claudia Ordaz, Lilia Limón and Cortney Carlisle Niland. Michiel Noe requested to be excused. |

R E S O L U T I O N WHEREAS, The Evangelical Lutheran Good Samaritan Society has proposed a Development for affordable rental housing of 100 units that will be located at 7750 Lilac Way, El Paso, TX 79915, in the City of El Paso; and WHEREAS, Evangelical Lutheran Good Samaritan Society has submitted an Application to the Texas Department of Housing and Community Affairs (TDHCA) for 2015 4% Tax-Exempt Bond Housing Tax Credits for Good Samaritan Towers. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EL PASO: 1. That in accordance with the requirements of Texas Government Code §2306.67071 and Texas Administrative Code §10.204(4), it is hereby found that: i. Notice has been provided to the Governing Body in accordance with Texas Government Code, §2306.67071(a); and ii. The Governing Body has had sufficient opportunity to obtain a response from The Evangelical Lutheran Good Samaritan Society regarding any questions or concerns about the proposed Developments; and iii. The Governing Body has held a hearing at which public comment may be made on the proposed Development in accordance with Texas Government Code, §2306.67071(b); and iv. After due consideration of the information provided by The Evangelical Lutheran Good Samaritan Society and public comment, the Governing Body does not object to the proposed Application. 2. That the City of El Paso, acting through its governing body, hereby confirms that it has committed to Evangelical Lutheran Good Samaritan Society $100,000 in HOME program funding in the form of a loan with a minimum 15-year term, minimum 30-year amortization, and a maximum interest rate of 3% per annum; these funds shall be used in developing the Good Samaritan Towers development located at 7750 Lilac Way, El Paso, Texas 79915. 3. That for and on behalf of the Governing Body, Richarda Duffy Momsen, City Clerk is hereby authorized, empowered, and directed to certify these resolutions to the Texas Department of Housing and Community Affairs. R E S O L U T I O N WHEREAS, the Housing Authority of the City of El Paso, Texas (HACEP), has proposed Developments for affordable rental housing that will be located in the City of El Paso; and WHEREAS, HACEP has submitted Applications to the Texas Department of Housing and Community Affairs (TDHCA) for 2015 Competitive 9% Housing Tax Credits for the Sherman Plaza Development; and WHEREAS, HACEP has submitted an Application to the TDHCA for 2015 At-Risk 9% Housing Tax Credits for the Thomas Westfall Development; and WHEREAS, HACEP has applied for HOME funding in the amount of $100,000 for the Sherman Plaza Development, and $100,000 for the Thomas Westfall Development from the City of El Paso. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EL PASO: 1. That the City of El Paso, Texas, acting through its governing body, hereby confirms that it supports the proposed Sherman Plaza Development located at 4528 Blanco Ave., El Paso, TX 79905 (TDHCA Application number 15270) for Competitive 9% Housing Tax Credits and that this formal action has been taken to put on record the opinion expressed by the City of El Paso, Texas on March 30, 2015. 2. That the City of El Paso, Texas, acting through its governing body, hereby confirms that it supports the proposed Thomas Westfall Development located at 10700 Vista Del Sol, El Paso, TX 79925 (TDHCA Application number 15267) for Statewide At-Risk 9% Housing Tax Credits and that this formal action has been taken to put on record the opinion expressed by the City of El Paso, Texas on March 30, 2015. 3. That the City of El Paso, acting through its governing body, hereby confirms that it has committed HOME program funding in the amounts listed below, in the form of loans with minimum 15-year term, minimum 30-year amortization, and a maximum interest rate of 3% per annum; these funds shall be used in developing the following projects: a. $100,000 in HOME program funds to HACEP for Sherman Plaza/4528 Blanco Ave., El Paso, TX 79905/Application number 15270.
b. $100,000 in HOME program funds to HACEP for Thomas Westfall/10700 Vista Del Sol, El Paso, TX 79925/Application number 15267. 4. That for and on behalf of the Governing Body, Richarda Duffy Momsen, City Clerk is hereby authorized, empowered, and directed to certify these resolutions to the Texas Department of Housing and Community Affairs. R E S O L U T I O N WHEREAS, Tropicana Building II, LLC has proposed a development for affordable rental housing that will be located in the City of El Paso; and WHEREAS, Tropicana Building II, LLC has submitted an application to the Texas Department of Housing and Community Affairs (TDHCA) for 2015 Competitive 9% Housing Tax Credits for the Dyer Palms Development; and WHEREAS, Tropicana Building II, LLC has applied for HOME funding in the amount of $120,000 from the City of El Paso. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EL PASO: 1. That the City of El Paso, Texas, acting through its governing body, hereby confirms that it supports the proposed Dyer Palms Development located at the block of 10551 Dyer Street, El Paso, Texas 79924 (TDHCA Application number 15026) for Competitive 9% Housing Tax Credits and that this formal action has been taken to put on record the opinion expressed by the City of El Paso, Texas on March 30, 2015. 2. That the City of El Paso, acting through its governing body, hereby confirms that it has committed to Tropicana Building II, LLC $120,000 in HOME program funding in the form of a loan with minimum 15-year term, minimum 30-year amortization, and a maximum interest rate of 3% per annum; these funds shall be used in developing Dyer Palms/block of 10551 Dyer Street, El Paso, Texas 79924/Application number 15026. 3. That for and on behalf of the Governing Body, Richarda Duffy Momsen, City Clerk is hereby authorized, empowered, and directed to certify these resolutions to the Texas Department of Housing and Community Affairs.
Ms. Veronica Soto, Director of Community and Human Development, presented a PowerPoint presentation (copy on file in City Clerk’s Office).
Representative Acosta questioned Ms. Veronica Soto on the Sherman projects.
Representative Limón questioned the process for ranking.
Representative Limón questioned Ms. Sylvia Firth, City Attorney, about relationship between the City and Housing Authority.
Representative Acosta questioned Ms. Soto on whether or not the developers are okay with us providing letters of support to all projects.
Mayor Leeser questioned Ms. Soto on her productions of award.
Representative Limón questioned distribution of mixed use units?
Representative Acosta questioned Mr. Cichon on the prioritization of projects and scoring of Council’s recommendations.
Mayor Leeser questioned support on other projects.
Representative Acosta questioned Mr. Bobby Bowling.
Ms. Veronica Soto explained the resolution for the Westfall Project.
Representative Niland questioned Mr. Cichon on the level of quality for HACEP projects to match private developer projects.
Representative Robinson questioned the reference to projects near Country Clubs. If private developer projects pay taxes. Ms. Soto replied, “yes”.
Representative Robinson questioned the 4% and for whom it is?
Public comment:
4. Ms. Lilia Vasquez, HACEP, spoke in favor of Sherman Project. 5. Mr. Frank Ainsa, Keystone Attorney, spoke in favor of Keystone Place and explained the impact of a letter of support or withholding of same.
Motion made by Representative Acosta, seconded by Representative Limón, and unanimously carried to APPROVE Sherman Plaza and Dyer Palms for Resolution of Support and funding commitment for 9% category; APPROVE a Resolution of Support for Westfall 9% at risk and funding commitment; and APPROVE a Resolution of no objection for Good Samaritan and retaining the funding commitment. |
