The City Council met in regular session at the above place and date.  Meeting was called to order at 8:02 a.m.  Mayor Oscar Leeser present and presiding and the following Council Members answered roll call:  Ann Morgan Lilly, Larry Romero, Emma Acosta, Michiel Noe, and Lilia Limón.             That the City Council declares that the expenditure of District 5 discretionary funds in an amount not to exceed TWO THOUSAND AND NO/100 DOLLARS ($2,000.00) to pay towards the costs of conducting Safety Town at the Pebble Hills Regional Command, an annual safety educational program targeted for children who reside in the City of El Paso, and this expenditure serves the municipal purpose of providing age appropriate safety instruction to the residents of the City of El Paso, which benefits and instills community pride and safety awareness, and is authorized; and

            That the City Manager be authorized to accept donations for sponsorship of the event, to negotiate and sign contracts as approved by the City Attorney, and to appropriate and ensure that the funds are properly expended for the municipal purpose.

Franklin Avenue, City of El Paso, El Paso County, Texas, pursuant to Section 20.10.280 Infill Development of the El Paso City Code. An Ordinance amending Title 20 (Zoning), Chapter 20.10 (Supplemental Use Regulations), to amend Section 20.10.695, Transfer of Development Rights, by amending the section to allow a second type of transfer of development rights for the transfer of a vested project from one parcel of land to another; providing for conditions applicable to such approval; amending Section 20.08.030 (Permissible Uses) Appendix “A” Table of Permissible Uses to allow the transfer of development rights in the M-1 Zoning District. The penalty is as provided for in Chapter 20.24 of the El Paso City Code.

PZST14-00031, TO ALLOW FOR A 44 PERCENT PARKING REDUCTION ON THE PROPERTY DESCRIBED AS A PORTION OF LOT 1, BLOCK  2, YARBROUGH VILLAGE, 544 YARBROUGH DRIVE, CITY OF EL PASO, EL PASO COUNTY, TEXAS, PURSUANT TO SECTION 20.14.070 PARKING REDUCTIONS OF THE EL PASO CITY CODE.   THE PENALTY IS AS PROVIDED FOR IN CHAPTER 20.24 OF THE EL PASO CITY CODE.
