The City Council met at the above place and date. Meeting was called to order at 9:32 a.m. Mayor Margo present and presiding and the following Council Members answered roll call: Peter Svarzbein, Alexsandra Annello, Sam Morgan, Isabel Salcido, Claudia Ordaz Perez, and Henry Rivera. Cassandra Hernandez and Cissy Lizarraga requested to be excused. |

Budget Update.
Mr. Robert Cortinas, Chief Financial Officer, presented a PowerPoint presentation (copy on file in the City Clerk’s office).
The presentation covered the 2019-2020 budget meeting calendar and reports on revenue growth, taxable property values/tax collection, cost drivers, priorities, and the different scenarios on possible reductions.
Council members discussed costs related to median maintenance on State roads, upcoming one-on-one meetings to review budget information in depth including $3.5M reductions in the FY2020 budget.
Mayor Margo and Representatives Svarzbein, Annello, and Morgan commented.
Mr. Cary Westin, Deputy City Manager, commented.

Presentation on the City of El Paso’s efforts to address the current immigration influx.
Fire Chief Mario D’Agostino presented a PowerPoint presentation (copy on file in the City Clerk’s Office).
Chief D’Agostino briefed Council members on the City’s efforts such as the collaboration with various organizations, government agencies, volunteers, shelters, addressing transportation needs, and medical assessment of migrants that occurred during the last quarter.
Mayor Margo and Representatives Svarzbein, Annello, Ordaz Perez, and Rivera commented.

Discussion and action on a Resolution to approve a Code of Conduct for Elected Officials.
Mr. Cary Westin, Deputy City Manager, presented a PowerPoint presentation (copy on file in the City Clerk’s Office).
Mr. Westin explained that the proposed policy had been reviewed and approved by the City’s Financial Overview and Audit Committee and stated that the Code of Conduct would complement provisions in the City Charter and the City’s Ethics Ordinance.
Mayor Margo and Representatives Svarzbein, Annello, Morgan, Salcido, and Ordaz Perez commented.
Ms. Lupe Martinez, Senior City Attorney, commented.
1ST MOTION Motion made by Representative Svarzbein, seconded by Representative Annello to POSTPONE item for two weeks.
AYES: Representatives Svarzbein and Annello NAYS: Representatives Morgan, Salcido, Ordaz Perez, and Rivera ABSENT: Representatives Hernandez and Lizarraga THE MOTION FAILED
