The City Council met at the above place and date.  Meeting was called to order at 9:48 a.m.  Mayor Dee Margo present and presiding and the following Council Members answered roll call: Alexsandra Annello, Cassandra Hernandez, Sam Morgan, Isabel Salcido, Claudia Ordaz Perez, and Cissy Lizarraga. Peter Svarzbein requested to be excused.

Presentation and discussion on a recently completed Comprehensive Downtown Parking Study.

 

Mr. David Coronado, International Bridges Director, introduced the item.

Mr. Jeremy Rocha, Senior Project Manager for Wantman Group, Inc. (WGI) presented a PowerPoint presentation (on file in the City Clerk's Office) and answered questions posed by City Council members.

 

Mr. Rocha’s presentation included an overview of existing parking options in the downtown area to include current parking inventory, supply and demand, survey results from public outreach, Municipal Code parking policies, key findings and recommendations.

    

Representatives Cassandra Hernandez and Cissy Lizarraga commented.

 

Mr. Tommy Gonzalez, City Manager, commented.

2.

Presentation on new Pay by Cell Parking App.

 

Mr. Paul Stresow, International Bridges Assistant Director, presented a PowerPoint presentation and addressed questions posed by City Council members.

 

Mr. Stresow briefed Council members on the initial parking apps launched by the City between 2015 and 2016 and the parking study initiated in March of 2018.

The presentation included information on current parking meter rates, parking meter locations and hours of operation.  An overview of the new Park 915 app was provided along with instructions on using the reservation system and the payment process along with the roll out plan and marketing strategy.

 

Mayor Dee Margo and Representative Annello commented.

 

Mr. Tommy Gonzalez, City Manager, thanked the team for addressing Council concerns during presentation.

3.

Presentation on proposed Title 20 amendments regarding Personal Wireless Service Facility regulations and discussion, and action on the technical aspects and feasibility of future wireless deployment from the wireless carrier industry, including comments and feedback received related to the proposed amendments to Title 20 regarding Personal Wireless Service Facility regulations.

 

Mr. Jeff Howell, Capital Improvement Planner, presented a PowerPoint presentation (copy on file in the City Clerk’s Office) and addressed questions posed by Council members.

 

Mr. Howell’s presentation included information related to the overall number of applications received from 2015 through 2018, the objectives of amending Title 20, and research conducted amongst cities comparable to the population density in the City of El Paso and the American Planning Association.

 

Mr. Omar De La Rosa, Assistant City Attorney addressed questions posed by Council members.

 

Mayor Dee Margo and Representatives Annello, Hernandez, Morgan, Ordaz Perez, and Lizarraga commented.
