That the City Manager be authorized to sign an Agreement between the City of El Paso and the Center Against Sexual and Family Violence (CASFV), a non-profit corporation, to provide outreach emergency counseling and follow-up public health services for reported victims of sexual assault, a public health and safety function, for an annual amount not to exceed Fifty Thousand and No/100 Dollars ($50,000). The terms of this Agreement shall start January 28, 2020 with two automatic annual renewals.  The total amount of the three year period shall  not exceed One Hundred and Fifty Thousand and No/100 Dollars ($150,000)

3.2.

Authorizing the City Manager or designee to submit a grant application number 2998206 for the City of El Paso Police Department project identified as the “Local Border Security Grant Program FY2021” through the Office of the Governor of the State of Texas, Homeland Security Grant Division, including all related paperwork, including but not limited to, authorization of budget transfers, and/or revisions to the operation plan, and to accept, reject, amend, and/or terminate the grant which will provide financial assistance to the City of El Paso.  In the event of loss or misuse of the grant funds, the City of El Paso assures that it will return the funds to the Office of the Governor in full.  Requesting $ 599,752.27, no cash match required.  Grant period will be from September 1, 2020 – August 31, 2021.

 

BACKGROUND / DISCUSSION:

 

The El Paso Police Department has received the Local Border Security grant since FY2012 and is currently the recipient for the FY2020 grant in the amount of $378,234.91. The grant funds are used for proactive operations city wide on overtime basis. The 2020 LBSP grant application was approved by City Council on March 19, 2019.

3.3.

Authorize the City Manager or Designee  to sign the Interlocal Agreement between: the City of El Paso, Texas; County of El Paso, Texas; the City of Anthony, Texas; Town of Horizon City, Texas; the City of Socorro, Texas; Constable Precinct 6, and the Texas Department of Public Safety; for the submittal of the Stonegarden 2019 joint grant application to the Office of the Governor, Homeland Security Division, in the total amount of $2,900,000. The amount of $1,402,429.50 for the City of El Paso covers equipment and overtime wages used for law enforcement operations. Grant period will be from April 1, 2020 – February 28, 2021. No matching funds are required.

The City has received Stonegarden grant funding since 2009. Funding is used for intelligence gathering, interdiction and anti-terrorism operations.

A Resolution authorizing the City Manager or designee be authorized to submit to the Office of the Governor of the State of Texas, Homeland Security Grant Division, grant application number 3060705, for the City of El Paso Police Department project identified as "Texas Anti-Gang Program, FY2021” to provide financial assistance to the City of El Paso. Requesting $1,175,334.31, no cash match required.  Grant period will be from September 1, 2020 – August 31, 2021.

 

BACKGROUND / DISCUSSION:

 

The TAG grant funds a collaborative effort in which multiple local, state and federal agencies co-locate designated investigative staff in a leased facility (TAG Center).  Funds are budgeted for TAG Center building lease costs, data services, equipment, salary costs, office equipment and office supplies. Operational activities will focus on gang prevention, intervention, and suppression as well as investigation, enforcement, and prosecution of gang-related offenses.  Co-location facilitates information-sharing, investigative collaboration, and multi-jurisdictional enforcement.  The previous TAG grant application was approved by City Council on February 26, 2019 and resulted in an award of $1,136,339.39

Requesting $276,181.20, no cash match is required. Grant period will be from October 1, 2020 – September 30, 2021.

Goal 7: Enhance and Sustain El Paso’s Infrastructure Network

 

 

 

 

 

 

20.1.

Discussion and action that the City Manager be authorized to sign a two year On Call Agreement for Professional Services to perform Project Management services on a task basis by and between the City of El Paso and each of the following two (2) consultants:

 

1.         ABACUS Project Management, Inc.

2.         ECM International Inc.

 

Each On Call Agreement will be for an amount not to exceed Seven Hundred Fifty Thousand and No/00 Dollars ($750,000.00), and each agreement will include authorization for the City Engineer to approve additional Basic Services and Reimbursables for an amount not to exceed Fifty Thousand and No/100 Dollars ($50,000.00) and authorization for the City Engineer to approve Additional Services for an amount not to exceed Fifty Thousand and No/100 Dollars ($50,000.00) if the identified services are necessary for proper execution of identified project and if the increased amounts are within the appropriate budget identified for a project. In addition, the City Manager is authorized to establish the funding sources and make any necessary budget transfers and execute any and all documents necessary for execution of each On Call Agreement.

20.2.

Discussion and action on a Resolution authorizing the City Engineer to sign a change order to increase the Guaranteed Maximum Price (GMP) for the EASTSIDE REGIONAL PARK PHASE I 217-1185R project by $1,874,274.00, for a total amount $39,573,044.00 for the additional costs related to the increased square footage of the project, scope of work enhancements, installation of the public art, and the appropriation of an owner’s contingency amount in the amount of $500,000.00; and that the City Manager is authorized to establish the funding sources and make any necessary budget transfers.

 

The GMP increase is covered by the project’s contingency and will cover costs for items included but not limited for the listed below:

•      Increase in square footage area of the waterpark to provide an area             similar to the other city water parks.

•           Support for installation of MCAD art pieces in the entrance archway and             waterpark that will contribute to the aesthetics and theme of the park.

•           Modifications and additional scope of work intended to provide the             same experience to the public similar to the other City’s waterpark.

•           Additional conduit pathways for future phases.

•           Create an owner contingency fund within the GMP to allow owner             identified issues to be resolved as the project approaches completion             and turnover.
