The current term of the lease is from May 1, 2013, through August 31, 2019, which included two mutual options to extend the term by one year each, so exercised. The annual rental fee is $65,672.50 for 8,100 square feet of office and warehouse, 4,050 square feet of vehicle parking and 6,650 square feet of ground service equipment parking space. No rental adjustment is due at this time. |

That the Mayor be authorized to sign an Interlocal Agreement between the City of El Paso Police Department, El Paso County Juvenile Probation Department, El Paso County Attorney’s Office, El Paso County Public Defender’s Office, El Paso County Sheriff’s Office, El Paso Independent School District Police Department, Socorro Police Department, Socorro Independent School District Police Department, Horizon Police Department, Ysleta Independent School District Security, and the Canutillo Independent School District Police Department for the Serious Habitual Offender Comprehensive Action Program (SHOCAP). The Interlocal Agreement formalizes the relationship between the participating agencies, and specifies goals and responsibilities.
BACKGROUND / DISCUSSION: SHOCAP is a collaborative team approach designed to address and supervise habitual and serious offenders in an effort to maintain community safety and reduce serious and repetitive juvenile delinquency. In 1988, the El Paso County Juvenile Justice Center was designated the lead agency in developing the Serious and/or Habitual Offender Comprehensive Action Program known as SHOCAP. The development and implementation of SHOCAP in El Paso County was brought about through the cooperative efforts of the Juvenile Court, law enforcement officials, Texas Youth Commission Parole, Department of Human Services, school authorities, and representatives of the United States Army. In 1990, resolutions were passed by city and county governments recognizing SHOCAP. The El Paso Police Department’s SHOCAP Unit is assigned under the Gang Unit and consists of two officers and a senior office assistant. |

Discussion and action that the City Manager be authorized to sign an agreement for 2019-1034R Professional Auditing Services by and between the City of El Paso and Grant Thornton LLP for a one year contract and four (1) year options to extend with Grant Thornton, LLP for auditing services in conjunction with the City’s annual audit for fiscal years 2019 through 2023, for an amount of $365,100.00 for the initial year, for the first option year $365,100.00, for the second option year $382,500.00, for the third option year $382,500.00, for the fourth option year $400,050.00 for a total contract amount not to exceed $1,895,250.00 is hereby approved. In addition, the City Manager or designee be authorized to sign an Agreement/Letter of Engagement for Professional Auditing Services ("Agreement') for the fiscal year ended August 31, 2019 and authorize the City Manager or designee to sign an Agreement for the subsequent four fiscal years subject to review by the City Attorney's Office, provided that there is no default and there are no material changes to the scope of work and compensation. The Purchasing & Strategic Sourcing Department and Office of the Comptroller Department recommend that the contract be awarded to Grant Thornton LLP, the highest ranked vendor. Discussion and action that the City Manager be authorized to sign a two year On-Call Agreement for Professional Services to perform Mechanical and Electrical Engineering services on a task by task basis by and between the City of El Paso and each of the following three (3) consultants:
1. Adalta Engineering Group, LLC. dba AEG, LLC. 2. BATH Engineering Corporation 3. Parkhill, Smith & Cooper
Each On Call Agreement will be for an amount not to exceed Four Hundred Thousand and No/00 Dollars ($400,000.00), and each agreement will include authorization for the City Engineer to approve additional Basic Services and Reimbursables for an amount not to exceed Fifty Thousand and No/100 Dollars ($50,000.00) and authorization for the City Engineer to approve Additional Services for an amount not to exceed Fifty Thousand and No/100 Dollars ($50,000.00) if the identified services are necessary for proper execution of identified project and if the increased amounts are within the appropriate budget identified for a project. In addition, the City Manager is authorized to establish the funding sources and make any necessary budget transfers and execute any and all documents necessary for execution of each On-Call Agreement. |
